The Clave make the laws that Shadowhunters and Downworlders have to abide by. The Clave is the government of Shadowhunters and Downworlders, they inforce the laws so that Shadowhunters and Downworlders get along.
- Only Shadowhunter adults go on the Clave. Up until City of Glass when Downworlder leaders are given seats in the Clave.
